Named after provincial towns, the Zwolle class were built by the British Vickers company in Barrow-in-Furness, England, and in most respects closely resemble their contemporary British equivalents. They are a standard gun-boat: heavily armed for their size, but of very limited speed, range and endurance.

The four members of the Zwolle class are deployed primarily in the East Indian colonies where it is thought that they are unlikely to be challenged by foreign aerial armoured cruisers: vessels that can both out-gun and out-run them. Primary armament consists of two single 4" guns mounted behind armoured gun shields on wing positions giving very wide arcs of fire.
