Designed for local defence, the sister vessels Zeeland and Holland sacrifice speed and range to enable them to carry a respectable armament and degree of protection on as small a hull as possible. Main armament comprises two 8" guns in a large turret mounted forward of the bridge; secondary armament is a single 6" gun in a ventral turret and a pair of 4" guns in side sponsons.

Their low speed is certainly an obvious weakness of the Zeeland class, but since they are likely to be used only in defensive positions, this is not such a disadvantage as it would be in offensive actions. Of more concern is the small size of the hull, which has led to speculation that the stress of firing their guns will soon cause structural damage.
